Mother Ysabet is the High Priestess of Betshaba at the Tidemother’s Embrace Temple and the senior Wavemother on Marosh, shepherd of the Mariners’ Faithful and the one figure in Seahaven whom sailors, smugglers, and magistrates alike will heed. She is a healer and a purifier and hers the quiet authority that keeps the port’s feuds from open blood. She distrusts severity and that unease is something that sometimes causes a divide between her and others of her faith who seek more decisive action against evil.

Overview
Serene, watchful, and merciful by conviction rather than by softness. Ysabet listens more than she speaks, reads a lie the moment it is told, and answers cruelty with a patience that shames it. She holds that water judges and water renews, and that judgment without renewal is mere drowning; she will not shield true evil, but she fears that hunting witches breeds witch-hunters, and she grieves every soul the Inquisition writes off as lost.
Description
A woman of sixty-three who carries her age as gravity rather than frailty: straight-backed, deliberate, with sea-grey eyes that rest on a speaker a moment too long. She wears the pearl and aquamarine of her office and the spear-and-wave of the Wavequeen, and she smells faintly of brine and incense. Her voice is low and unhurried, pitched to carry across a flooded nave or to gentle a raving, half-drowned man back to himself.
Background
Born in 2046 NC to the seaborne devout of the Wavequeen, Ysabet took the salt-vows young and rose through the Church of Betshaba in the slow, sea-crossing way of its clergy, serving shrine and ship-chapel along the Neptaran reaches before the Triune Conclave raised her to Wavemother and set her over the Tidemother’s Embrace. She governs by the Codex of St. Posidos, which weighs mercy against judgment in equal measure; but she is one of those younger Wavemothers among whom the banned Confession of Clementia is said to circulate, and she has taken its warning against zealotry into her heart.
