Leontios Kallistrate Komnenos
Navarch Leontios Kallistrate Komnenos commands the Neptaran navy in the Maroshan Sea from the Citadel of Seahaven. He is one of the three competing authorities of the colonial port city and easily the hardest of them. To Komnenos, Seahaven is not a town with a harbor but a naval station with a town attached: a forward asset of a Neptaris at war, run accordingly. He is disciplined, unbending, and certain, and his certainty is exactly what keeps him at the throats of his counterparts in Seahaven, Eparch Varro and Marshal Varn.

Overview
Disciplined to the bone, and contemptuous of anything that is not, Komnenos believes in the chain of command, the keeping of one’s post, and the hard arithmetic of war, and he has little patience for the compromises of civil governance or the slow mercies of the temple. He is not cruel and he is not corrupt; he is rigid, and his rigidity is a kind of faith. His mind is closed and guarded, hard to read and harder to move. He honors Sarpedon the Shieldsman’s charge to perfect the strength of body, mind, and spirit, and he keeps Betshaba the Wavequeen’s sea-rites to the letter, whatever he privately believes, because a disciplined officer keeps the customs of the sea.
Description
A spare, weathered man of fifty-five, perfectly cropped beard gone gray and hard at the jaw, who stands as though the deck were always pitching and he alone unmoved. He wears the dark coat of a Neptaran Navarch over a blessed cuirass and the spear-and-anchor of his rank. His face gives away nothing: men who have served him for years say they have never once known his mind before he chose to speak it.
Background
Komnenos is a career officer of the Neptaran navy, raised in the maritime pride of the oldest city on Duria and forged in its long war against Daredonia. He came up through the patrol squadrons of the Maroshan Sea, where Neptaris projects its power and suppresses the piracy that preys on its trade, and he was posted to the Citadel of Seahaven not long after Neptaris annexed the island. He keeps the disciplines of Sarpedon the Shieldsman, guardian-god of walls, watches, and oaths, whose clergy train the guard from their Chapterhouses; from Sarpedon and his father Evander the Vaunted One, lord of gates and fortifications, Komnenos takes the creed that a post once accepted is never abandoned and a wall once raised is never left unmanned.
